A Public Hearing to hear comments from citizens and other interested persons for the purpose of vacating an alley between 106 Combs Ave (Lots #801, 802, 803, 804) and 155 McLean Ave (Lots# 545, 546, 547, 548) starting at Second Street and stopping at Lots #544/805.

Following the Public Hearing, the City Council will meet in regular session to consider Ordinance options for vacating the alley.

COTTER RIVER TRAIL TO BE TEMPORARILY CLOSED TO PUBLIC

Starting on February 16, 2026, a portion of the Cotter River Trail will be closed to the public.

The upper trail will be closed from north gate at HIS Place Resort just down river beyond the new bridge where the above-ground cast iron Sewer Main goes underground.

The Cotter River Trail will be closed approximately 4-6 weeks depending on the weather.

The Sewer Contractor’s subcontractor will be removing trees to protect the recently installed sewer main from tree damage in the future as required by USDA Phase II Sewer Project.

Following the tree work, the Sewer Contractor will seal the inside of the concrete manhole located on the walking trail.

Users of the Cotter Walking Trail can only access the lower portion of the river trail from Big Spring Park.

To all the walking enthusiasts who use the Cotter Walking trail, we are sorry for the inconvenience and appreciate your understanding so the Cotter-Gassville USDA Sewer Project can be finalized.

The Cotter Planning and Zoning Board will be holding a meeting for public comments at a hearing before the Cotter Planning Board at 5:00 pm on Monday, February 16, 2026, to address the closing of an alley between behind property located 106 Combs Ave (Lots #801, 802, 803, 805) and 155 McClean Ave (Lots #545. 546, 547, 548) starting at Second Street and stopping at Lots #805/544. The Public Hearing will be held at 115 McLean Ave, Cotter at 5:00 pm in the Cotter Council Chambers.

Weekend Winter storm forecast - Be Prepared

Cotter City Hall’s hours may be DELAYED or even CLOSED due to inclement weather.

The Street Department will plow once the snow has stopped and ARDOT has pre-treated Harding and Hwy 62 . There are subzero temperatures forecast as well as 12 inches of snow.

Precautions:

You will need to drip your indoor faucets and leave your cabinet doors open.

Also, cover your outdoor water faucets.

Emergencies:

If you see running water or lack of water, call 870-435-6326 and follow the prompts to report immediately. This will alert our Public Works Dept. directly. This will be a severe winter storm. Please stay home, stay safe and check on your neighbors.

12 Noon - Honoring Sam Mason at Walnut Hill Cemetery

1:30pm - Cotter City Hall Cake & Coffee Celebration

Join us in honoring Sam's legacy and the community's dedication to remembrance at Walnut Hill Cemetery at 12 noon on November 11th.

Born into slavery around 1855, Sam Mason and wife Alice became Cotter's only African-American residents in 1908. A skilled cobbler, he left quite a legacy of craftsmanship and resilience.

Though his grave was never formally marked, Roger Trimble has honored it for decades with stones, following his mother's instructions.

Now, as part of the Saturday Club's effort to preserve Walnut Hill Cemetery, 30 grave markers have been purchased - Sam's will be the first placed.

Following the Cemetery Ceremony, join us at 1:30 pm at Cotter City Hall for Cake & Coffee.

The Saturday Club of Cotter honors all Veterans & Active Service Members with a special focus on Mary Nell (Johnson) Crownover "Cookie" - a beloved past Saturday Club member whose family's service spans 8 generations in military and law enforcement. Mary Nell is the mother to Annette Thrasher and the aunt of Donna Powell - current Club members.

Dear Family Member,

We are writing to inform you of important updates regarding the care and maintenance of Walnut Hill Cemetery in Cotter, Arkansas. As part of the Saturday Club of Cotter’s Restoration Project, we are committed to preserving the dignity, safety, and beauty of this sacred space for all who visit and remember loved ones.

Beginning this fall, the City of Cotter with the assistance of the Saturday Club of Cotter, will being following the following the rules and regulations outlined in Ordinance 2020-03, which governs cemetery maintenance and grave site standards. A copy of the ordinance is attached for your reference.

This includes a scheduled cemetery-wide cleaning in mid-November to prepare the grounds for the holiday season. Items that obstruct mowing or violate ordinance guidelines—such as deteriorated artificial flowers, unapproved receptacles, or unauthorized plantings—may be removed without notice to ensure proper upkeep.

We understand the deep emotional significance of these resting places and the grief that accompanies any change. Families who wish to personally tend to their loved ones’ graves are encouraged to do so before November 1, in accordance with the ordinance. Your care and attention are deeply appreciated and help us maintain a respectful and safe environment for all.

The City Council passed a Golf Cart ordinance on June 26, 2025, which will go in effect on August 1, 2025. This was passed for the benefit of the citizens and residents of Cotter to have the opportunity of using and operating golf carts on the city streets in a reasonable and safe manner. A person who is a licensed driver 16 (sixteen) years of age or older is authorized to use and operate a golf cart on the city streets of the City of Cotter, Arkansas, excluding those city streets that are also designated as federal or state highways or county roads, excluding the crossing of those highways as well, under the following terms and conditions per Ordinance 2025-01. Permits and annual inspection sticker will handle by the Cotter Police Department.

(This Ordinance is for Golf Carts Only.) ATV and UTV vehicles are not allowed in Cotter city limits on State Highways and City Streets as regulated by Ark Stature 27-21-101.)

Community comes together to refurbish railroad directory in big spring park

Thanks to the Cotter Care, Crew Joe Ross and Joe Bass for re-building a new Railroad Directory and refurbishing the baggage cart. Also, thanks to Carolyn Gill (donated the baggage cart), Jan Chipps (rendering of the Train Engine on the back), Emily Kaitz (for the flowers), and Cotter Street Department for their time to volunteer. Cotter Bridge Ultra - Big Spring Park - June

Held in the picturesque setting of Big Springs Park in Cotter, Arkansas, the Cotter Bridge Ultra is an endurance race with a twist. Once known as the Arkansas Backyard Ultra Championship, it has transformed into a timed challenge that tests both stamina and race strategy. Competitors can choose from 1, 3, 6, or 12-hour events, running a 4.1667-mile loop on a mostly flat, soft gravel path tracing the White River. Each lap must be finished within 59 minutes and 59 seconds, and the race ends when the clock or the chosen distance runs out. To keep things interesting, the 1st, 3rd, 6th, and 12th laps are marked as “hot laps,” where the fastest finisher earns bragging rights and an extra competitive edge.

The White River Marathon is not only a marathon, but also a half-marathon and 5K length race along the White River in Cotter, AR. The race is a Boston Qualifier and limited to 800 racers. There is also a shoe Recycling Drive! This flat and fast course finishes at the world's largest finish line arch.

The Blue & You Foundation for a Healthier Arkansas Grant Evaluation Committee has completed the review process and we are pleased to announce that the City of Cotter’s request of $31,222, to Replace Old Playground Equipment at North Arkansas Youth Center, has been approved for a 2022 Blue & You Foundation Grant. The Youth Fitness Playground equipment is scheduled to ship in July. Below is a redending of the fitness playground equipment to be installed behind the NAYC.

The Cotter Bridge received a festive new glow in 2021 thanks to a successful fundraising effort under the direction of the Cotter Chamber of Commerce and the generosity of the community. With donations from supporters, programmable, multi-color LED Peitz River Lights were professionally installed just in time to illuminate the bridge for the Christmas season.

Cotter Tree Advisory Board Receives Grant

The Cotter Tree Advisory Board received a $2000 Greening of Arkansas Grant from the Arkansas Flower and Garden Show.

The Grant was used to enchance the beauty of the Robert L. Bynum Roadside Park located on Highway 62/412 next to the blue water tower by planting trees. The Tree Advisory Board submitted a plan using 30 Crape Myrtles, 7 Dogwoods and 6 Redbud Trees. Special Thanks to Marcia Taylor, Pat McCarthy, Emily Kaitz, Gwen Khayat and the Cotter Street Department for planing the trees.

With a matching Grant from USDA, the City of Cotter purchased a new Emergency Siren replacing the old one in downtown. The new storm siren is located at NAYC at the corner of Powell and 5th Street went live today. It will be controlled by 911 to issue emergency warnings and alerts. The siren will come on every day at noon for a test.
